Letter from Dr. Riyad Mansour, Deputy Permanent Observer of Palestine to the U.N., to the Secretary-General of the United Nations: (Undercover Killings)

I am instructed by the Executive Committee of the Palestine Liberation Organization, which has the powers and responsibilities of the Provisional Government of Palestine, to bring the following to your immediate attention:

Today, and just about Ramadan Eftar, Israeli occupying forces opened fire deliberately against our Palestinian people in the Shaborah neighborhood of Rafah, occupied Palestine. The initial information available is that at least 4 Palestinians have been murdered and more than 50 have been injured, many of them seriously. This heinous massacre is a qualitative escalation of killing Palestinians by special Israeli undercover army units and other security forces in what amounts to summary execution. Since 9 December 1991, 18 additional Palestinians have been killed in this manner. This latest crime committed by Israel, the occupying Power, is adding fuel to an extremely explosive and dangerous situation in occupied Palestine.

We reiterate that this massacre, as well as all illegal Israeli measures against the Palestinian people in the Occupied Palestinian Territory, including Jerusalem, are violations of the Fourth Geneva Convention of 1949 and relevant United Nations resolutions, especially Security Council resolutions. The security and safety of our Palestinian people living under Israeli occupation are in a great deal of danger.

We call upon the Secretary-General of the United Nations to use his good offices and the mandate given to him under the Charter of the United Nations and Security Council resolutions to ensure the security and safety of our people under occupation.

We also call upon the Security Council of the United Nations to act upon its powers to implement its relevant resolutions and take all the necessary measures to force Israel, the occupying Power, to stop its crimes against our people immediately. It is high time for the Security Council to assume its responsibilities in providing the needed international protection for our people until the termination of Israeli occupation.
