Letter sent by Dr. Nasser Al-Kidwa, Ambassador and Permanent Observer of Palestine to the U.N., to the Secretary-General of the United Nations, the President of the Security Council, and the President of the General Assembly: (Khan Yunis Incursion)

Today, shortly after midnight Palestine time, Israeli occupying forces committed yet another incursion into an area under full Palestinian control, causing death and destruction and spreading fear and terror in the dead of night. Using tanks, army personnel carriers and a bulldozer, Israeli occupying forces raided the Khan Yunis refugee camp in the Gaza Strip, killing one Palestinian man, Suheil Abu Saleh, and injuring 15 other people. During this incursion, the occupying forces also demolished two homes by bulldozer and seriously damaged at least seven other homes by tank and machine gunfire, leaving many Palestinian families homeless. Also, in two other violent incidents today, Israeli occupying forces wounded three people when they opened fire in Rafah in Gaza and occupying forces raided the Palestinian village of Shawawreh near Bethlehem and abducted eight Palestinians.

This latest incursion by Israel, the occupying Power, comes as its forces continue their reoccupation of parts of two Palestinian cities, Jenin and Tulkarem, which they had seized and reoccupied in recent weeks. Indeed, today, even more tanks were sent deeper into Tulkarem. Moreover, the Israeli withdrawal from the Palestinian city of Ramallah was actually followed by an intensified siege around the city, isolating it from surrounding towns and villages and causing continued hardships for the Palestinian population in the area, particularly with regard to the freedom of movement of persons and goods. This continuing problem, with its extensive and serious socio-economic ramifications, has been typical of the situation prevailing in the Occupied Palestinian Territory, including Jerusalem, as a result of the ongoing Israeli sieges and closures.

At the same time, Israeli occupying forces have continued to carry out extrajudicial killings and assassinations of Palestinians, adding to the list of war crimes committed by the occupying Power. Since my last letter to you, at least five more Palestinians have been assassinated by the occupying forces. In addition, Palestinian civilians have been killed almost daily as a result of the excessive and indiscriminate use of force by the Israeli army against the Palestinian people. This tragic reality is reflected in the annex to this letter containing the names of the Palestinian martyrs killed over the past two weeks. These killings, in addition to the above-mentioned actions represent additional war crimes and State terrorism committed by the occupying Power, for which it must be held accountable.

(The names of the martyrs are contained in the annex to the present letter.) These killings raise the number of Palestinians killed since 28 September 2000 to 761 martyrs. At the same time, the number of Palestinians injured, many critically, by the occupying forces, also continues to rise.
