Letter sent by Mr. Marwan Jilani, Charge' d'affaires a.i., Deputy Permanent Observer of the Permanent Observer Mission of Palestine to the U.N., to the Secretary-General of the United Nations, President of the Security Council, and the President of the General Assembly: (Israeli Settlers Kill 3 Palestinians)

Yesterday, 19 July 2001, illegal Israeli settlers brutally shot and killed three Palestinian civilians, including a 3-month-old baby. The three family members killed, Mohammed Salamah Al-Tameezi, Mohammed Hilmi Al-Tameezi and 3-month-old Diaa Marwan Al-Tameezi, were returning from a wedding when their car came under fire near the city of Al-Khalil (Hebron). In addition, many Palestinian civilians were seriously injured in this brutal settler attack.  This heinous crime represents a dangerous escalation of settler aggression against Palestinian civilians.

Regretfully, Israeli occupying forces continue to provide protection for illegal settlers aggression against the Palestinian people and their property.  Israeli settlers, who have been illegally transferred by the occupying Power to the Occupied Palestinian Territory, including Jerusalem, in grave breach of the Fourth Geneva Convention of 1949 and in total violation of relevant Security Council resolutions, and their actions remain the exclusive responsibility of the occupying Power. Secondly, Israeli settlers, continue to burn trees and crops belonging to the Palestinians and erecting new settlement posts as they continue endangering the lives and well being of Palestinian civilians.  We hold the government of Mr. Ariel Sharon fully responsible for the atrocities being committed by the illegal settlers against the Palestinian people.

The Security Council, as the organ responsible for the maintenance of peace and security on behalf of the international community cannot absolve itself from its responsibility vis--vis the ongoing tragic and dangerous situation in the Occupied Palestinian Territory, including Jerusalem.  We once again reiterate our call to the Council to uphold its responsibility and take the necessary action in this regard, in particular the provision of protection for Palestinian civilians, as well as to ensure compliance with international law, international humanitarian law, existing Palestinian-Israeli agreements.  In this regard, we specifically call for the implementation of relevant Security Council resolutions calling for the disarming of illegal Israeli settlers.  We also call for the international community to enforce the implementation of the recommendations of the Report of the Sharm El-Sheikh Fact-Finding Committee (Mitchell Report) in their entirety.
