Letter sent by Dr. Nasser Al-Kidwa, Ambassador and Permanent
Observer of Palestine to the U.N., to the Secretary-General of the United
Nations, the President of the Security Council, and the President of the
General Assembly: (Special Israeli Permits)
Israel, the occupying Power, is attempting to
institutionalize the state of siege imposed on the main Palestinian cities in
the Occupied Palestinian Territory, including East Jerusalem. It is attempting
do so through maintaining the prevention of the movement of persons and goods
between those Palestinian cities and by creating several separate Palestinian
areas. The occupying forces began to demand Palestinians to acquire special
Israeli permits for the movement of persons and goods among the
above-mentioned areas. This is an extremely dangerous development that further
destroys the Palestinian national presence and whatever is left of the
agreements between the Israeli government and the Palestinian Authority. This
dangerous development comes, of course, in complete violation of relevant
Security Council resolutions that require the reversal of the reoccupation of
Palestinian cities as well as all actions taken by Israel, the occupying
Power, in this regard.
The Israeli occupying forces continue with its bloody
military campaign against the Palestinian people, including the commission of
Israeli war crimes and State terrorism, both State and settler terrorism.
During the past few days, those occupying forces have continued killing
Palestinians, practically on a daily basis, sending tanks and troops into
populated Palestinian centers and continuing with its wrought destruction and
suffocating siege.

that, since my last letter to you, at least 11 Palestinians have been killed
by the Israeli occupying forces. This raises the total number of Palestinians
killed by the occupying forces to 1520 martyrs. The annex to the present
letter contains the names of the martyrs that have thus far been identified,
and the names of other Palestinians that have been killed will be conveyed
once they are identified.
