Letter sent by Dr. Nasser Al-Kidwa, Ambassador and Permanent Observer of Palestine to the U.N., to the Secretary-General of the United Nations, the President of the Security Council, and the President of the General Assembly: (Targeting PA Buildings)

Late yesterday, Israeli helicopter gunships targeted the official compound of President Yasser Arafat in Ramallah, firing two missiles at a building in the compound. President Arafat was present at the time of the attack, a fact well-known to the occupying forces, which clearly posed danger to his life. This crazy attack, which is against all international norms and standards, compounds the military siege being imposed by the Israeli occupying forces on the Palestinian president. Both reflect the madness of this Israeli government and only ensure the continuing deterioration of the already grave situation in the Occupied Palestinian Territory.

Also yesterday, Israeli occupying forces bombed a Palestinian security building in Bethlehem with F-16 warplanes and completely destroyed another Palestinian building in the city. Those attacks caused the injury of several Palestinians and caused more physical destruction to the Palestinian infrastructure that has already been severely devastated by the relentless and barbaric Israeli military campaign being waged against the Palestinian people and the Palestinian leadership. At the same time, other attacks were carried out by the Israeli occupying forces in Gaza, including Israeli naval missile fire aiming at President Arafat’s headquarters in the city and an attack on a Palestinian national guard building in Khan Yunis.

Today, the Israeli occupying forces also committed yet another extrajudiciary execution. An Israeli helicopter gunship targeted a car in Ramallah, killing the three Palestinian men in the car with missile fire. In addition, earlier today, a Palestinian man was killed by Israeli forces in the village of Dura near Al-Khalil, and five Palestinians were abducted by the Israeli forces in villages near Nablus and Al-Khalil.

In another serious development today, a bomb exploded in the yard of a Palestinian school in Occupied East Jerusalem, wounding several students and a teacher. A previously unknown Israeli terrorist group claimed responsibility for the bombing. Two more bombs were also found at the school and a fourth bomb was found at a nearby community clinic. This represents yet another form of Israeli terrorism against the Palestinian people in addition to that committed by the Israeli occupying forces and the illegal armed settlers.

We hold Israel, the occupying Power, responsible for all of these war crimes, State terrorism and other human rights violations being committed against the Palestinian people. Such crimes, terrorism and violations constitute the established policy of the government of Mr. Ariel Sharon, who has made extremely clear his intention to continue, and indeed intensify, the militarily assault against the Palestinian people being waged since September 2000. In this regard, we reiterate our call for the United Nations Security Council to uphold its responsibilities and take the necessary action in follow-up of its meetings of 21, 26 and 27 February 2002.
