United Nations, the President of the Security Council, and the President of

The Israeli occupying forces continue with their killing
and injuring of more Palestinian civilians. In follow up to my letters,
beginning on 29 September through 25 October 2000 (A/55/432, S/2000/921;
A/55/437, S/2000/930; A/55/450, S/2000/957; A/55/466, S/2000/971; A/55/474,
S/2000/984; A/55/490, S/200/993; A/ES-10/39, S/2000/1015; A/ES-10/40,
S/2000/1025), I am once again compelled to inform you that 15 more
Palestinians have died since my last letter as a result of the continuous
military campaign of terror by Israel, the occupying Power, against
Palestinian civilians in the Occupied Palestinian Territory, including
Jerusalem. This brings the total number of deaths to 133 Palestinians. (The
names of martyrs since my last letter are annexed.) In addition to the
increased number of killings, the excessive and indiscriminate use of force
by the Israeli occupying forces has caused the additional injury of more
than 200 Palestinians, many of whom remain in critical condition.
Further, today, Israeli helicopter gunships once more fired
rockets at locations in several Palestinian cities, including Nablus,
Al-Bireh and Khan Yunis. Israeli tanks were also heavily deployed in the
Gaza Strip and fired several times at the city of Rafah. These actions,
coupled with several new statements by Israeli officials, indicate that
Israel, the occupying Power, intends to even further escalate its attacks
against the Palestinian population.
The international community can not allow for this Israeli
military campaign of terror to continue. We reiterate our call to the
international community and specifically to the Security Council to ensure
compliance by Israel, the occupying Power, with Security Council resolution
1322 (2000) and resolution ES-10/7 of the tenth emergency special session of
the General Assembly. We also reiterate the call to the Council to establish
a United Nations Protection Force to be dispatched in the Occupied
Palestinian Territory, including Jerusalem, with the aim of providing
much-needed protection for the Palestinian civilian population.
