Report of the Secretary-General
The Secretary-General of the United Nations presented a report, dated 14 October 1997, and an addendum, dated 10 November 1997, as requested in operative paragraph 10 of resolution ES-10/3, on the issue of convening a conference of the High Contracting Parties to the Fourth Geneva Convention on measures to enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, in accordance with common article 1 of the four Conventions. On 31 July 1997, the Secretary-General addressed a note to the Permanent Observer of Switzerland to the U.N., drawing his attention to paragraph 10 of the resolution and inviting the Swiss government, in its capacity as the depository of the Geneva Conventions, to forward the information needed in order to work out the report required by the General Assembly.
The Government of Switzerland sent a note to all 188 High Contracting Parties informing them of the above-mentioned note and seeking their observations as to how they consider following up on paragraph 10 of resolution ES-10/3, especially with respect to the holding of a conference as recommended and regarding the results which could be considered. The Swiss government then conveyed the responses received to the Secretary-General, which were later included in the report.
The report informs of collective responses in support of convening the conference from a large number of High Contracting Parties through the Chairman of the Non-Aligned Movement and the Secretary-General of the League of Arab States. Another collective response was received from the Council of the Presidency of the European Union. In addition, until the date of issuance of the report, 74 individual responses were received. The following are those individual responses, indicating the essence of the content as understood by the Permanent Observer Mission of Palestine, based on information received from the Swiss Authorities.
