Contrary to news reports indicating Palestinian agreement on the adjournment or postponement of the upcoming Conference of the High Contracting Parties to the Fourth Geneva Convention on Measures to Enforce the Convention in the Occupied Palestinian Territory, including Jerusalem, the Palestinian side wishes to reaffirm its commitment to the Conference. The Palestinian side continues to call for the convening of the Conference at Geneva on 15 July 1999, in accordance with resolution ES-10/6 (9 February 1999) of the 10th Emergency Special Session of the General Assembly.
Moreover, the Palestinian side expresses its hope that the Conference will address the serious violations of the Fourth Geneva Convention by Israel, the occupying Power, including settlement activities in violation of Article 49 and other articles of the Convention. The Conference should serve to ensure respect by Israel of the Convention, as well as to promote universal respect of the Convention by all High Contracting Parties.
Recent reports and rumors regarding an agreement on adjournment or postponement are false and misleading. Such misinformation negatively influences the momentum leading up to the Conference, in what has already been a difficult and long overdue process, and undermines efforts to ensure respect for the Convention in the Occupied Palestinian Territory, including Jerusalem.
Accordingly, the Palestinian side reiterates its call to all High Contracting Parties to reaffirm their support for the convening of the Conference at Geneva on 15 July 1999 and to actively participate towards the achievement of a substantial and practical outcome to enforce the Convention and ensure its respect.
